Vesta Risk is the home health and hospice practice of Pembroke Insurance Solutions, a California commercial brokerage. We place every line an agency carries, and we went as deep as we could on the one that costs the most, rather than adding another logo to a list of programs.
Why this narrow
Workers compensation in California is governed by two published documents — the Uniform Statistical Reporting Plan and the Experience Rating Plan. They are public, they are detailed, and almost nobody reads them, including a great many brokers.
Reading them properly is only worth the effort if you do it for one industry repeatedly. That is the whole idea. We know what an 8827 payroll looks like, where the clerical line actually falls, and which claims are worth fighting, because we look at this sector and very little else.
\nThat focus is on the industry, not on a single policy. We place the full program — liability, abuse and molestation, employment practices, auto, cyber, property, benefits and bonds. Comp is simply where the analysis is worth publishing.
How we are paid
Standard broker commission, paid by the carrier as part of the premium, on business we place. The Mod Analysis is free whether or not you ever move your policy, and a fair number of the agencies we produce them for stay exactly where they are. That is a reasonable outcome — the analysis still tells them what to fix.

Every finding is checkable.
We do not ask you to take our word for anything. Every regulatory claim we publish cites the section it comes from, and every premium figure we produce can be traced to a published table or to your own declarations page.
That is deliberate. In this industry it is easy to sound authoritative and hard to be checked, and most brokers rely on the gap. We would rather close it — partly because it is the honest way to work, and partly because it is the only durable advantage available to a small practice.
We read the source, not the summary
When California's hospice regulations changed, published summaries put a key requirement in the wrong section and described it loosely. We caught it by reading the regulation. Our article cites the correct one.
We record what we have verified
Every regulatory assertion we publish is logged against its source, with the date checked and a review cycle. Anything not yet confirmed against primary text is marked as such rather than quietly published.

We say when we do not know
Where a figure depends on a document we have not seen, we say so and name the document. A confident wrong answer costs a client more than an honest gap.

We do not release an analysis without a named person standing behind it. If you have a question about a finding, you are talking to the person who wrote it.
